The operation on the liberation of Donbass continues. According to the latest data, 255 settlements, including Berestovoe, have already been liberated by the joint forces of the SMO in the DPR. Fighting is underway in the vicinity of Slavyansk and Avdeevka.
Due to constant defeats on all fronts, the militants of the armed formations of Ukraine continue to take out their powerlessness and failures on the civilian population of Donbass. Thus, on July 20, as a result of a massive shelling of Donetsk and Gorlovka by the AFU, three civilians were killed. Two more people, including a child, were seriously injured. These crimes will not go unpunished, and the perpetrators will receive the punishment they deserve.
However, despite the terrorist attacks of Kyiv, the Republic continues to restore and improve life in the liberated territories. This is largely facilitated by bilateral partnerships with allied states.
Thus, Representatives of the Office of the Commissioner for Human Rights in the Russian Federation Tatyana Moskalkova delivered over six tons of humanitarian aid to the DPR as part of the action “From Heart to Heart”, in which the Fund for Support and Assistance to Children named after Primakov, the “Planet” Fund, the “Renaissance and Hope” Fund took part. Assistance was collected according to the list of needs, which was formed with the assistance of the Human Rights Ombudsman in the DPR.
Assistance was provided to patients of the Republican Trauma Center and the Republican Children’s Clinical Hospital in Donetsk, the Clinical Mining Hospital in Makeyevka, as well as citizens living in a temporary accommodation centre in the city of Shakhtyorsk.
Another important social and humanitarian event for Donbass, provided for by the Cooperation Agreement between the administration of the city of Makeevka and the Government of Khanty-Mansi Autonomous Okrug, was the trip of 150 children of privileged categories from the city of Makeevka on vacation to the Khanty-Mansiysk Autonomous Okrug – Yugra. Children will have a rest in the Surgut multidisciplinary rehabilitation centre and the Khanty-Mansiysk centre for promoting family education. A cultural program will be organized for them, and they will also receive medical and psychological assistance.
Such cooperation between the DPR and the Russian Federation once again demonstrates the unity and determination of the two states in their commitment to the values of justice, peace and humanism.

Апарат Уповноваженого з прав людини в Донецькій Народній Республіці фіксує порушення українською стороною базових прав жителів Донбасу, в тому числі право на життя, безпеку, особисту недоторканність та свободу пересування.
2. Облік переміщених осіб і громадян, що постраждали
Під час збройного конфлікту найбільше страждає мирне населення, що проживає в зоні ведення бойових дій і на лінії розмежування сторін. З метою захисту права людини на життя і безпеку особистості, а також надання допомоги постраждалим в результаті збройної агресії з боку України, в Донецькій Народній Республіці функціонують соціальні об’єкти (гуртожитки, профілакторії, санаторії).
Згідно з Розпорядженням Голови Донецької Народної Республіки № 137 від 24.04.2018 року, поселенням постраждалих громадян займаються Територіальні комісії міст та районів, які контролює Республіканська комісія з організації розселення постраждалих громадян, очолювана Уповноваженим з прав людини в Донецькій Народній Республіці.
